From 31 August to 4 September 2026, the Lesotho Meteorological Services (LMS), is convening the ActionFirst Activity 2: Sub-National and Technical Co-Production Workshop at Naleli Conference Centre, Hlotse, Leribe.

This ongoing workshop, part of the WISER ActionFirst Lesotho Co-production Project, led by Moahloli Ntele, LMS Head of Research and Innovation Development, is focused on developing and validating impact tables, operational thresholds, and trigger-to-action matrices for Heavy Rainfall and Cold Waves. It brings together forecasters, disaster managers, district authorities, technical experts, and community representatives to co-produce practical, people-centred early warning products.

Progress So Far

  • Drafting and refining Impact Tables for heavy rainfall and cold waves.
  • Defining operational thresholds and anticipatory actions tailored to district contexts.
  • Developing Trigger-to-Action Matrices linking forecast probabilities to clear early actions.
  • Strengthening collaboration between LMS, DMA, district councils, and community structures.
  • Preparing for simulation exercises later in the week to test outputs and ensure operational practicality.

Institutional Outcomes Emerging

  • Building a common understanding of institutional roles and responsibilities.
  • Integrating district-specific risk information into national frameworks.
  • Generating recommendations for the upcoming SOP Drafting, Review and Endorsement Workshop.

This ongoing workshop represents a critical step in building a national pathway for Action-Based Forecasting (ABF), ensuring that forecasts translate into timely, protective actions for communities across Lesotho.
